journalists on (in order) the Daily Telegraph, the Financial Times, the Independent, Economist, the Times and the Guardian. This would involve Mr McLaren and the Head of FED as well as members of News Department. We might enlist the help of Mr Galsworthy where possible. In each case we would have two objectives. First to set the record straight and secondly to interest the quality papers in further action: either a Ministerial interview or a Ministerial article or a visit to Hong Kong. This meeting would have to take place between now and Easter. I hope the Secretary of State and Lord Glenarthur will be willing to see these British journalists if we can engage their interest.

I will (c) that we should provide fresh briefing material. submit some mega bulls for the Secretary of State's use eg with the Editor of the Daily Express at lunch on Friday, 10 February and for other such occasions. Hong Kong Department will prepare rather fuller advice for more general Ministerial and official use: we could pass this material to interested Ministers in other Whitehall departments in order to maximise

the impact.
