The Secretary of State has seen your minute
of 8 February and Mr Court's minute of 9 February. He is on balance prepared to accept the advice that he should not reply to the Lockwood piece in the Daily Telegraph by means of an article or letter. He agrees with the 3-point programme that you propose. He has noted that Hong Kong Department will be submitting separately on the question of his speaking to the BBC World Service (on which the Department will need to seek the Governor's advice).
The Secretary of State agrees with Lord Glenarthur that we should consider what the Governor might do with the media during his forthcoming visit.
The Secretary of State remains keen to try to find Hong Kong Chinese who are able and willing to be interviewed by the UK media or write articles/letters for the newspapers here.
The Secretary of State is also attracted by the idea which Lord Glenarthur recalls of encouraging the Chinese Ambassador to say something publicly about Hong Kong. Given the Ambassador's Western background, he might do a rather better job of it than most Chinese spokesmen.
