1. My minutes of 23 crobes and 13 November refer. We also spoke on the telephone on 27 November. As proposed I now attach a draft telegram to Hong Kong confirming our agreement to extend the fee support scheme for a further 3 years, subject to Parliament voting the necessary funds. I have also responded to the point about the base rate for grant support.

2. I should be grateful to know whether you or Finance Department have any comments on the draft. Also whether you feel it necessary to submit to Ministers at this stage. Since we are proposing merely an extension of the scheme on existing conditions this would seem not to be necessary.
