12 of my minute is the simplest way to take matters
forward, or could you suggest a better way, bearing
mind the points made in paragraph 13?

in Hong Kong by way of evidence of Sir S K Tang's
intentions? Would it be worth seeking affidavits
from these officials (paragraph 19(a))?

As you will see from the bundle of papers which is
attached, the FCO has already been in contact with the
British Council and the Cancer Research Institute about
how to place this arrangement on a sound legal base. I
have therefore copied this letter, and my minute, to them.
If you think it would be helpful to arrange a meeting,
either with FCO officials only, or with the British
Council and the Cancer Research Institute, please do not
hesitate to say so. We here will be very happy to attend
or organise any such meeting.
