May I confirm some of the details of the matters you raised?
Relocation: The bid for support amounts to £7.3m in 1991/92 based on figures quoted for the Manchester option, but valid generally for setting up in other sites in the North. The Council's investment appraisal and underlying assumptions have been checked with Treasury. CRD have the details.
The appraisal indicates net cash savings of £700k p.a.from 93/94 and a positive NPV in 06/07.
Phasing of capital and other one-off expenditure is planned as far as it is possible, the Council meeting from existing resources estimated costs of:

The bid for an additional £7.3m in 1991/92 is for inescapable and immovable commitments related to acquisition of the building (Summer '91) and occupation (Dec '91), including:
