HONG KONG: FUTURE OF FEE SUPPORT/JOINT FUNDING SCHEME

As indicated in FCO telno 3149 of 30 November 1987 to Hong Kong (copy attached) and linked papers it was agreed that although our joint funding scheme with the Hong Government should continue at existing funding levels (UK share: £2m per annum), "we shall need to review the position on arrangements for post 1989/90". As you may be aware we have separately already implemented plans to run down the other large fee support programmes for Cyprus and Malaysia.

Whilst funds continue to be made available, CRD are content to see the Hong Kong arrangements continue on the existing basis and at existing levels of funding In the present political circumstances I assume there will also be no question on your side of contemplating any rundown of the Hong Kong programme. You may wish to consider whether at this point we need a submission to confirm the future financial arrangements and at what stage we should tell Hong Kong that following review the arrangements post 1989/90 will continue. It may still be too early to think about any possible arrangements post 1997 but this will also be a point to keep in mind. We are aware that UK academic institutions with large intakes of Hong Kong students are concerned to try to ensure that their interests are safeguarded beyond that date.
