On 25 October 1988, after not ing t he content s of memorandum XCC1 (88) 79, the Council advised and the Deputy to the Governor ordered that a White Paper be prepared outlining a comprehensive plan to tackle pollution in Hong Kong. A draft White Paper is attached at Annex A.

RECOMMENDATION AND ADVICE SOUGHT

It is recommended that the

initiatives out lined

in

the Way Forward' paragraphs of the draft White Paper on Pollution be endorsed, subject to -

(a) where applicable, consultation with the major

parties affected,

(b) further consideration by Council of any new or

amending legislation, aand

(c)

the provision of the necessary funds by the Finance Committee of the Legislative Council,

and that the draft White Paper be published.
