A press conference will be held and a press issued to launch the White Paper. Copies of the White Paper will be distribut ed through District Offices and ot her out let s. To coincide with publication of this White Paper a simple pamphlet will be produced in the form of an action plan'

summarising the problems together with the measures proposed to deal with them, and advising different sections of the public how they can participate in saving our environment. A TV Announcement in the Public Interest is also being prepared, which draws attention to environment al problems and urges the public to read the White Paper. For those who seek more information on the technical aspects of the White Paper, the Environmental Protection Department is seeking to publish 1 Environment Hong Kong 1989' around July, which explains in more detail current programmes and problems.

If Members agree the recommendations at paragraph 3, we aim to publish the White Paper in early June, to enable a debate to take place in the current session of

session of the Legislative Council, in July.
