VIETNAMESE BOAT PEOPLE IN HONG KONG: EMERGENCY ACCOMMODATION
Problem
1.
The ODA require a formal Ministerial request from the
Diplomatic Wing to enable them to proceed quickly with arrangements
to acquire and fly out the tents required by Hong Kong.
Recommendation
2.
I submit a draft letter to Mr Patten from Lord Glenarthur.

Background
3.
It was agreed at the meeting chaired by Lord Glenarthur on
8 May that we should pursue urgently with the MOD and ODA the
request for tents, preferably the MOD tent marquee (G♬ double J), to
provide emergency accommodation for up to 5,000 people (Hong Kong
telno 1450).
4. We have taken up Hong Kong's request with MOD and the ODA.
MoD could supply some tents but these would not be available in sufficient numbers or sufficiently quickly. There are various
logistic and bureaucratic problems.
