VIETNAMESE BOAT PEOPLE IN HONG KONG : COAST HOPPING
1. I submit a brief on coast hopping for Lord Glenarthur's lunch
with Ambassador Ji.

At the meeting chaired by the Secretary of State on 20 April,
it was suggested that we should not only maintain pressure on the
Chinese to stop helping boat people to reach Hong Kong but should
also ask them to send some of them back to Vietnam. I recommend
that further thought is given to this idea before we take it up.
Such a request could expose us to serious criticism in the UK if it
became known that we were asking the Chinese to take such measures
in the absence of Vietnamese guarantees of humane treatment for
those sent back.
