1.
I attach a draft submission about the Governor's request that
HMG should make a substantial contribution towards the cost of
accommodating the major influx of boat people which is expected this
summer. The draft takes account of the points which you made in
your minute of 5 April and our subsequent telephone conversation.
2.
As you know, we are taking urgent soundings of UNHCR to see
whether they would be prepared to serve as a channel for aid funds for this purpose. I hope that we will have a response early next
week.
3.
In the meantime, I should be grateful for your urgent comments
on the plan. You will no doubt wish to elaborate the paragraph on the financing aspects of the problem. I should be happfy to arrange a meeting next week to discuss details, if you think that would be
helpful.
4.
I hope that we will be able to agree a submission for the
Secretary of State to see as soon as possible after his return from Washington on 18 April.
