Thank you for your minute of 14 April attaching a draft submission on this subject to the Secretary of State.

2. I now return a copy of the draft in which I have incorporated our amendments. These are concerned primarily with the financing aspects which our Principal Finance Officer, Barrie Ireton, has discussed with your PFO, Mr Blatherwick. As you will see we are not in favour of including the option of diverting funds from current planned aid expenditure. I understand that Mr Ireton is going to discuss this further with Mr Blatherwick. This reformulation has even more significance now that the option of channelling funds through UNHCR seems to have fallen away.

3. As to the Secretary of State's meeting at 11.30 on Thursday I can confirm that Mr Patten will be attending it, supported by Mr Ireton, Mr Graham-Harrison and myself.
