VIETNAMESE BOAT PEOPLE: MANDATORY REPATRIATION

1.
I have had another look at the briefs for the meetings which
the Secretary of State and Lord Glenarthur will be having with
Mr Hocke on 15 May, and in particular at the recommended line to
take on mandatory repatriation.
2.
I suggest that it would be desirable for Ministers to be more
explicit in what they say to Mr Hocke on mandatory repatriation and
to give a more precise indication of what we would like to see
achieved at the ICIR.

Lord Glenarthur's minute of 8 May records that our meeting on
that day concluded that "We should go for some fixed timetabling mechanism (for repatriation)
ie a review of progress on
repatriation 3 months after the ICIR, with a deadline of 4-6 months
after the IC IR for the start of phased repatriation." In his minute
of 9 May, Mr Peirce confirmed that the Secretary of State "agrees
with the areas of action set out in Lord Glenarthur's minute".
