Our recommendations to UNHCR and governments concerned are:

a) that more attention should be paid to the training of

interviewers and interpreters;

b) that the screening process be speeded up by having more

teams;

c) that persons being screened should be given more

information about procedures, and should be accompanied for the interview, perhaps by someone from a volutary agency.

d) that persons awaiting screening should have proper

opportunity for education, training or work;

e) given the doubts about the appeal procedures, there

should be a clear statement as to how it should be carried out and in particular the timing;

f) that there should be a normalisation of relationships between the West and Vietnam, including a significant aid programme.

g) that urgent consideration should be given to the

possibility of NGOs increasing their assistance with education, training and work and, where appropriate, in preparing people for resettlement;

Our recommendations for follow-up actions are:

1) that BRC should ask for a small delegation of NGO

representatives to meet with the Foreing Secretary and convey agencies concerns and recommendations, in preparation for the June conference;

c) that BRC should, if funds can be raised, arrange a visit

of a small NGO delegation to Hong Kong and Vietnam; d) that BRC should, if possible, be part of ICVA's

delegation to the June conference.
