the success of the ICIR;

(b) it is linked to a firm commitment on the fate of the screened

out (ie that they will return to Vietnam within, say, six months)

and there are firm assurances that their indefinite sojourn on

Philippine territory will be avoided;

the money is right (ie hard currency funding is guaranteed in

advance);

(a) (probably) the Americans press strongly;

(e) (probably) UNHCR is associated with its administration.

Whether, how and when this might be negotiable is unclear.

Unless the Americans move on alternatives to voluntary repatriation

the combination of (b) and (d) may be expecting the impossible. may be difficult for the UNHCR, although Hocke committed the organisation in principle in the CPA. The Japanese might be

generous on (c).
