VIETNAMESE BOAT PEOPLE IN HONG KONG

MEETING, 20 APRIL

SECRETARY OF STATE'S OFFICE

1.

The Secretary of State has agreed to chair an office meeting on

20 April at 11.30 am to discuss the problem of boat people as it

affects Hong Kong.

2. I submit an annotated agenda for this meeting. It is I fear a

somewhat ambitious one, given the limited time available. I

therefore recommend that the meeting focuses on three key issues :

(i) mandatory repatriation

(ii)

aid to Vietnam

(iii)

aid to Hong Kong.
