LORD GLENARTHUR'S MEETINGS WITH RETURNED VIETNAMESE BOAT PEOPLE: HANOI, 14 APRIL

I should record a few impressions of the visits

Lord Glenarthur paid to three separate groups of voluntary returnees from Hong Kong in Hanoi on 14 April. We were accompanied on these visits by the UNHCR Representative Charles-Henry Bazoche, an MFA interpreter and by members of the UK press.

Tiny, but neat house, considered above the average.

Ghetto-blaster prominently displayed.

Mrs Thu did all the talking; appeared genuine.

Had not known of new policy in Hong Kong before leaving; now knew, and thought others would now be aware as well.

- Paid in gold to leave. But had not sold up lock, stock and barrel; relatively easy for them to take up where they had left off.

- Boat had put in en route, she assumed in China, for fresh water.

Regretted having left; glad to have returned. Would recommend to others to return, although difficult for those who have sold up all their possessions.

Treated well since their return. UNHCR assistance a help.
