Is HMG prepared to countenance the principle of mandatory

repatriation?

If so, should we work for agreement at Geneva Conference on

timetable/mechanism to implement it?

Are we prepared to press for mandatory repatriation at the risk

of alienating the Americans or UNHCR?

2. 1954 Geneva Co-Chairmanship

How should we respond to Vietnamese invitation to resume our 1954

Geneva Co-Chairmanship role? Opportunity to play higher profile

role on Cambodia or poisoned chalice?

3. Aid to Vietnam

Are we prepared to contemplate resumption of aid to Vietnam as

price for more forthcoming Vietnamese attitude on repatration?

Would other potential donors (eg the French and Japanese) be

prepared to make such a link.

Would we be prepared to resume aid before the Vietnamese pull out

of Cambodia?
