there is a lot of interest from non-Community Europe in the progress of the EC discussions. I was not pressed for details of them but in various conversations an apprehension was registered that we would suddenly reconcile our apparently insoluble differences and impose a system that ignored the interests of (for example) the EFTA countries. It was (only half-jokingly) suggested that the EC could do a lot worse than join the Nordic passport union.
