INITIAL MEMORANDUM

I submit the final version of the Memorandum and Annexes for the Foreign Affairs Committee. As agreed, the text is still on draft paper, and can be finalised tomorrow morning once the Secretary of State has approved it.

The text takes account of the suggestions and margin comments made by the Secretary of State on the draft over the weekend. It also incorporates some further Hong Kong and some minor suggestions from Peking,
