In the Statement of Understanding reached between the Hong Kong Government and UNHCR in September 1988 concerning the treatment of asylum seekers arriving from Vietnam in Hong Kong, it has been confirmed that the conditions for asylum seekers and persons determined not to be refugees will, subject to exceptional security requirements, be no more restrictive than those that applied in closed centres prior to

16 June 1988. The Statement also confirms that the Hong Kong Government and the UNHCR will consider jointly the need for services to be provided by voluntary agencies designated by UNHCR in all centres for asylum seekers and persons determined not to be refugees. The Hong Kong Government will be pleased to consider any specific proposal for improvements to the conditions of asylum seekers and persons determined not to be refugees who are accommodated in Hong Kong within the agreed

framework.

The Hong Kong Government avails itself of this opportunity to renew to the Office of the United Nations High Commissioner for Refugees the assurance of its highest

consideration.
