We

No question of bilateral aid to Vietnamese Government. are however making humanitarian contribution to the UNHCR reintegration assistance programme. Modest practical assistance to enable those who return to settle successfully back into their communities. Very important that repatriation programme is implemented smoothly. Will encourage others to step forward.

We are naturally wary to avoid setting a precedent which would link aid with conditions under which a country like Vietnam might accept repatriation. I hope the above wording helps to set your, and Den Hond's mind at rest.
