6. Telle said that the French hoped to put humanitarian cooperation on the agenda of the forthcoming Franco-British Summit. As well as the camps in Hong Kong, they would want to suggest UK involvement in the Sudan airlift and their projects in Bangladesh. They were also interested in the organisation of our Emergency Unit and discussing the inte- gration of immigrants.

7. Telle was open and clearly enthusiastic about his job. He admitted that the Secretariat, only set up in July last year, met some resistance from other Ministries.

It may therefore be that much of what he said represents Kouchner's, rather than the government's, position. I shall follow up the contact after he returns from his trips to Asia.
