Vietnamese Boat People in Hong Kong
The Secretary of State has seen Washington telnos 557 and 58 about the parallel between the boat people in Hong Kong and the Central American asylum seekers in the United States. He found the thoughts in the second Washington telegram useful. He agrees with their paragraph 5, ie that we should not deploy these points in public.
