The Vietnamese Ambassador has arranged to call on you at 16.30 tomorrow. We are not sure what he wants to talk about, though I assume he will raise Cambodia.

2. I attach a copy of Hanoi telegram 74 recording Mr Davies' recent conversation with Assistant Foreign Minister Vu Khoan about boat people. It looks as though the Vietnamese are distanc- ing themselves from the understanding reached during our talks with them in October (at which Khoan led for their side) on the need for comprehensive arrangements to deal with all boat people who are screened out. It would be helpful if you would remind the Vietnamese Ambassador, who was also present during the talks, that while we agreed to begin with the repatriation of volunteers, a comprehensive solution must mean the eventual repatriation of all illegal immigrants.

The Ambassador may raise the question of a successor to Mr Khang Nhan Than, the Third Secretary who was expelled last year following a firearms incident outside the Vietnamese Embassy. Ambassador has given a personal assurance that Khang has been severely dealt with and Ministers have therefore agreed to the latter being replaced. We are currently processing a visa applica- tion for Bu Xuan Khoa as his successor.
