Mr John Morrell, of Baring International Investment Ltd, telephoned this morning wanting to give the Secretary of State (whom he knows) some account of the mood in Hong Kong.
Mr Morrell's main point was that recent Government statements, notably on the passport question and the Gurkhas, had inevitably had a negative impact in Hong Kong. He thought it would be very helpful if the Government could make a statement showing its continued confidence in Hong Kong, support for the gradual process of democratisation etc.
I said the Foreign Secretary would be grateful for
Mr Morrell's call. The Prime Minister had been due to answer a PQ in the House yesterday on these lines. I had not yet seen it in Hansard. I was sure that it would have the effect which Mr Morrell wanted.
You may wish to send Mr Morrell a copy of the Prime Minister's statement when it appears.
