SECRETARY OF STATE'S MEETING WITH US SECRETARY BAKER

Hong Kong

Confidence in Hong Kong has been severely shaken by recent events in

China. As one of the steps we are taking to restore confidence, we

have undertaken to mobilise international support for Hong Kong both in the immediate future and should things go disastrously wrong at

some point in the future. The Prime Minister and Sir G Howe have

already raised this matter in recent bilateral contacts with the US

Administration and at the Paris Economic Summit. Given the large US

stake in Hong Kong, it would be helpful if the Secretary of State

could take the opportunity of his first bilateral with Mr Baker to

underline the importance we attach to US support for Hong Kong.
