attract staff of adequate calibre; Hong Kong's English-language standards are deteriorating: ability in English is a crucial aspect of the status of an international city and requires urgent attention, perhaps with financial incentives - for example, in public and private sector hiring policies.

Employment and labour supply: an adequate pool of employees at all levels is an essential condition for attracting international business, whether in the form of relationships between local and overseas firms or a physical presence in Hong Kong by foreign corporations; chiefly at managerial level.

Tourism Development: it will be even more important to

ensure the environment for tourism growth is supported.

* Overseas presence: the profile of the Hong Kong

offices, the TDC, and the HKTA should be stepped up,

particularly in Japan, North America and Europe, but

also in some of the countries of East Asia. Closer

coordination between these organisations is needed.

Overseas support and visits: The many national Chambers

of Commerce in Hong Kong should be encouraged to gain

support for Hong Kong back in their home countries. Overseas visits by business leaders in Hong Kong should be stepped up, with appropriate speaking engagements.
