isolation. It would enhance confidence and provide

opportunities would continue for locals and foreigners

alike.

Hong Kong would maintain its free market, pro-business stance and its international educational and

professional standards so that Hong Kong and its people would remain cosmopolitan and attractive to international companies, and international organisations.

Effects overseas

Attention would remain focused on Hong Kong, allowing · Hong Kong's position to be explained to those countries capable of influencing Hong Kong's economic and

political development.

* There would be greater international encouragement for

China to co-operate with Hong Kong and Britain over legal, political and human rights issues.

International confidence in Hong Kong's future would be preserved, with the many downstream effects this would

imply.
