In case you have not received it from other sources, I enclose a copy of a paper given to me by Martin Barrow, a member of Legco and Managing Director of Jardine Matheson & Co, "Focusing Hong Kong as an International City". Martin Barrow has taken the view that Exco and others here would be well advised to limit the energy put into the fight for right of abode for 3.25 million Hong Kong citizens in the UK (and made himself unpopular in some quarters by opposing a very large contract to Saatchi and Saatchi for conducting such a campaign), and thinks that Hong Kong should fight for more realiseable aims. Hence this paper.
I am copying this to John Hall in the Department of Trade and Industry because obviously the international nature of Hong Kong is closely related to the commercial scene.
