A severe shock, but not yet fatal. We must build a future for those who will stay in Hong Kong. This means giving Hong Kong confidence in itself and maintaining a strong economy and overseas confidence. The Chinese attitude will be crucial, most immediately in the drafting of the Basic Law. Hong Kong must stand its own feet, but it will continue to look to HMG for help and support. The relationship will not always be easy (paragraphs 27-34).
