Letters exchanged between the War Graves Commission and the Director of Urban Services

17th May 1954

1. 3 I am directed by the Imperial War Graves Commission to refer to your letter of 9th June 1953, reference U.S.D. 299/53, addressed to the Chief Administrative Officer of their India, Pakistan and South East Asia District, and to state that the Commission desire to confirm the arrangement whereby the Director of Urban Services, Hong Kong, with the “approval of the Goverment of Hong Kong, aots as the Commission's representative in Hong Kong in regard to the care and maintenance of the Commonwealth War Cemeteries known as Stanley Military Cemetery and Saiwan Bay War Cemetery and in regard to Commonwealth War Graves and Memorials located elsewhere in the Colony of Hong Kong as notified by the Commission from time to time. .

It is proposed that the general arrangements for the conduct of the Commission's affairs shall be as follows:

(a) Director of Urban Services will operate by the joint signature

of not less than two officials nominated by the Director and approved by the Commission a banking account in the Commission's name with the Hong Kong and Shanghai Banking Corporation to which the necessary funds will be remitted by the Commission from time to time.

The Director will be responsible for the control of Cami s si on staff (including payment of remuneration) in accordance with the instructions of the Commission as notified from time to time.

The Director will submit by August 15th each year an annual estimate for approval by the Commission covering proposed expenditu on horticultural and structural maintenance including stores during the year commencing 1st April following.. approved by the Commission 'the Director may authorise axpenditure

Within the estimate on any item up to Hong Kong $2,500 (two thousand five hundred Hong Kong dollars). The Director will obtain specific authority from the Commission for expenditure on any item figure.

(a) Work in connection with structural maintenance will be dealt with

by the Public Works Department of the Hong Kong Government, and the Mreator of Urban Services will arrange for an inspector of bi s' department to keep the cemeteries under constant surmillanoe. building survey and maintenance programme will be carried out by the Public Works Department every four years, and the Public Works' Department will prepare an estimate for the maintenance programme at the four yearly inspection which will be submitted through you to the Commission for prior appro

roval.

(a) The Director will call for ompetitive tenders on any particular

works requested by the Commission. In the case of expenditure on other items he is authorised, on items in excess of $2,500 approved by the Commission, to let the work out to the Public Works Department maintenance contractor, and on items of less than $2,500, to authorise the work on his own authority as circumstances may require.

(f) The Director will render statements of accounts quarterly or

such longer intervals as may be required by the Commission
