In response to a question, Mr. Richard Luce, then
Minister with Special Responsibility for Hong Kong, said
in Parliament on 31 October 1984 that "the question of war
graves in Hong Kong is not covered in the draft
Sino-British agreement on the future of Hong Kong. Proper
arrangements for war graves will need to be made. This is
the sort of subject I hope will be discussed by the
Sino-British Joint Liaison Group when the agreement enters
into force." The Commission have since been pressing for
this question to be raised in the Joint Liaison Group
(JLG) at an early date. This was raised by Sir Arthur
Hockaday, Director General of the Commission when he met
the Director of Urban Services
Services (DUS) in May 1985, and
again when he, together with representatives of the
Commission's member states, met DUS in November 1987. The
Commission have again written in August 1988 to the FCO
asking for a clear indication of the timing for discussion
of the subject in the JLG.
