You will recall that during your visit to Hong Kong in February, 1989, we exchanged views on a number of subjects relating to the future of the Commission's land in Hong Kong. You will be pleased to know that the FCO has now reached a broad measure of agreement with the Hong Kong Government and we are more or less clear in our minds as to how your problem should be tackled.

In the course of our deliberation, it has become clear to us that, before we could take up your request further, we need to be absolutely certain of the extent of the Commission's involvement in Hong Kong. I enclose a list which I have obtained from Zoghan Chen for the purpose. I should be grateful if you would confirm or otherwise amend it as soon as possible.
