Since my minute of 27 July to Ms Grennan, we have received a letter from Darwin Chen in the Hong Kong Government's General Duties Branch, agreeing that the CWGCs views should be obtained so that they may be reflected when we seek the Executive Council's policy approval on the proposal. Mr Chen has asked us to sound out the CWGC.

3. We consider that this can best be achieved by inviting representatives of the CWGC in to meet Alan Paul, Head of HKD. Such a meeting will not be possible until mid-September, after Mr Paul's return from leave.
