1. I attach 2 letters between the Secretary of State for Transport and the Secretary of State for Scotland on this subject. Both were marked to MAED for action.

2. We discussed last week whether HKD needed to comment on the Hong Kong angle. Since policy on air services between Hong Kong and other countries is determined by the Hong Kong Government, this is a subject on which we would not intervene and would allow HKG and DTP to negotiate between themselves. I see that Mr Parkinson has made this very point in his letter to Mr Rifkind. I therefore see no need for HKD involvement and would be grateful if you would take the papers back. You may like to simply inform private office by telephone that there is no need for the Secretary of State to intervene in this correspondence.
