1. I refer to your letter of 31 January to Miss Elliot in this department.

As requested, we forwarded the agreement for registration by the International Civil Aviation Organisation, but the Bruneians beat us to it. I enclose a copy of the registration certificate for your records.
Copies have also been forwarded to the United Nations, but we have yet to receive a registration certificate.
