In respect of the ivory trade in Hong Kong, you were interested in our control measures. I attach а paper which outlines the stringent measures that we are currently enforcing to comply with CITES requirements. As I explained, we need an early answer from the FCO on our request for the UK to enter a reservation of six months' duration on Hong Kong's behalf (after expiry of the 90-day grace period) in order to allow time for the trade to dispose of its legally acquired stock and for the Hong Kong Government to implement a retraining scheme for those workers affected by the forthcoming ban. We anticipate serious Council
