(a) Duty to act on Hong Kong's behalf
Hong Kong could find no specific examples under the GATT. But HKG O told me that the UK registered modifications to ILO Conventions on behalf of Hong Kong in 1981 and 1985. These concerned employees' rights to membership of trade unions; they were waived
for Hong Kong on the grounds of impracticability. The previous CITES reservation was entered on 2 August 1976. It was removed at Hong Kong's request on 23 June 1978.
2. Risk of pressure to extend the 6 month reservation
It might be possible, if pressed by the DOE, to make entering the reservation conditional on Hong Kong having already enacted the legislation.
