I enclose a telex which has been sent to the Prime Minister in Blackpool from a number

f Green organisations, who are present in Lausanne for the 7th Meeting of Cites, strongly criticising our position in the negotiations on the international ivory trade. The Prime Minister wants to reply very promptly and I should be grateful if you could let me have a draft in the course of tomorrow, with a note explaining our precise position.
