Mr Waldegrave was grateful for your submission of 4 August. He has commented that he has the deepest suspicion of Hong Kong's role on a whole range of illegal CITES items including rhino horn, which, he understands, is freely available. (He is not therefore so concerned about them.) He thinks a ban is the wrong policy for ivory; there needs to be legal and controlled culling with the money going back to local people, as pioneered in Zimbabwe.
