1. Mr Waldegrave was grateful for your submission of 26 September and has agreed the text of the draft letter to the DOE. He has commented that he remains extremely sceptical about Hong Kong. Mr Waldegrave recalls that he once asked, as Minister of State DOE, for FCO assurances that there was no illegal rhino horn on sale in Hong Kong; got them; but was able easily to find it still on sale. He thinks therefore that we should go through the motions without much passion for Hong Kong or we will find ourselves looking very silly.
