4. I am grateful for the opportunity to comment on this draft, and would be happy to attend any meeting convened on the subject if you think it would be useful. ODA's interest lies, of course, in development, both economic and social, and in environmental conservation, particularly where it is proposed the aid programme be used to these ends.

I understand that the meeting planned for 31 August at the FCO will concentrate on the Hong Kong angle, so our presence is probably not necessary. (But we would like to hear the outcome).
