AFRICAN ELEPHANT: PROPOSED EC BAN ON IVORY IMPORTS

sent me a copy of the draft EC Regulation and also your
draft Explanatory Memorandum.

2. After consulting other interested departments here my
comments on the draft Explanatory Memorandum are as
follows:
*
(i) the Memorandum should make clear reference to the
problem of Hong Kong/and the position of certain African
countries, particularly Zimbabwe and Botswana, who will
be particularly badly hit by the EC ban;
(ii) the Memorandum should make clear that the list of
exceptions has still to be finalised.
(iii) for the sake of completeness the Memorandum should
take account of the outcome of the African Elephant
Working Group meeting (CITES) being held in Gaberone
this week (4-8 July).
