PARLIAMENTARY QUESTION : AFRICAN ELEPHANTS

Mr Folland (DOE Bristol) called to say that they have a written question from Tony Banks MP down for answer Thursday, 20 July. The question is:-

What is the intention of HMG as regards entering a reservation on behalf of Hong Kong at the CITES meeting in October when consideration is given to Appendix I listing of African elephants?

2. Mr Folland wanted to know whether we in the FCO would be willing to take this on. I told him we would need to consult Hong Kong Department, but that on the whole I thought our preferred position might be to make an input into their answer. Afterall it is the DOE who lead on policy and who will be HMG's representatives at the CITES Conference.

3. I asked Mr Folland what sort of reply he might give.

I am afraid, along the lines of the question of a reservation has not arisen etc. This will not be good enough.

4. Most grateful if you would consult Hong Kong Department urgently and work out a form of wording either to be fed in to the DOE or for us to use if we take on the PQ ourselves.
