SAVE THE ELEPHANT CONFERENCE

I am attaching a copy of David Warren's teleletter of 14 July, reporting a call on Dr Leakey to discuss his concept of a "Save the Elephant" conference.

We agreed at the time FCO telno 277 to Nairobi was sent that MAED would take the lead on this, as the issues were obviously wider than Kenyan or East African.

3. You will no doubt want ODA to prepare briefing on the compensation fund issue, with some argumentation for Nairobi to deploy with Leakey, as appropriate.

As you know, the Kenyans were keen to attract the Duke of Edinburgh as a keynote speaker at any "Save the Elephant' conference. The invitation should come to him through WWF channels. EAD would welcome this, if the conference is steered away from potentially contentious issues as Leakey indicated (last sentences of paragraph 3 of the teleletter). We shall clearly need to bear this in mind.
