Alun Michael, JP, MP, has written to the Secretary of State

about the division of responsibility between the FCO and the

Department of the Environment on matters relating to the protection of the African Elephant. How should the Minister reply?

RECOMMENDATION

I recommend that the Minister reply along the lines of the

attached draft. HKD, EAD and DOE concur.
