Problem

A,B,C 1.

Three letters from Mr John Patten MP, Mr David Knox MP and Mr

Stephen Day MP, enclosing letters from constituents calling on the

Government to take immediate action to impose a total ban on trade

in ivory in Hong Kong.

Recommendation

I recommend that Lord Glenarthur should reply on the lines of

the attached drafts. MAED concur.

2.

Background

3. The draft reply draws attention to the Hong Kong Government's

decision on 9 June to support a ban on trade in new ivory at the

October meeting of CITES and to their agreement to suspend the issue of all import licences for raw ivory, pending the CITES decision.
