1. You will wish to see the Guidance Telegram which we have sent out on Endangered Species. This followed on close consultation with your division. You will also wish to see the exchange of telegrams with Harare which we have distributed widely to posts in Africa. Again this was drafted after close consultation with your division.

2. I have also spoken to Chris Folland who will be going out for the meeting in Gaborone next week and he has kindly agreed to take up my suggestion that it would pay dividends for him to call on our High Commissioner there. Chris has told me he may wish to send back some telegrams reporting on the meetings and I am sure that this would be helpful to all concerned.

3. But I just wanted to put down a marker now about the question of what may or may not be exempt under the present EC regulations. We now have not only Hong Kong, but also Botswana and Zimbabwe arguing for exemptions. I am sure that you will take these into account in any submission to Ministers about the UK's attitude. And since the policy your Ministers will decide is bound to have considerable foreign implications, I would be most grateful if you would let us have sight of any draft submission you will put up with time to comment on the proposals contained therein.
