Government has become increasingly concerned about the plight of the African
elephant in the light of growing evidence of the decline in its numbers.
We now
believe that there is a clear case for transferring the African elephant from
Appendix II to appendix I of CITES. We have prepared a Resolution to put to the
CITES Conference in October calling on all Party States to support Appendix I
listing and to implement the controls under this listing immediately.
Furthermore, we believe that the European Community should ban the import of new
ivory with immediate effect. I believe it is vital that the European Community
should do all it can to help conserve this species and I urge you all to give
your support to these proposals.
